LEXINGTON, Ky.
The partners in the under-construction gambling parlor at The Red Mile standardbred track said Wednesday that the Instant Racing machines will be limited to customers 21-and-older.
The parlor will house machines for historical horse racing -- where patrons bet on old races on machines designed to be like slot machines -- in a joint venture of The Red Mile and the Keeneland Association.
Critics of the $40 million parlor have suggested it will prey on nearby college students, particularly from the University of Kentucky -- buildings of which can be seen from The Red Mile.
Red Mile President Joe Costa said that the 21-and-up policy is 'in deference to the university and for the community wishes.'
Keeneland President Bill Thomason said, 'we talk about creating lifelong fans' for horse racing, and 'we do everything that we do with the community in mind.'
Of the other historical horse racing parlors at Kentucky tracks, Ellis Park in Henderson is open to people 18 and up, while Kentucky Downs in Franklin limits play to 21 and up. Pari-mutuel laws set a minimum wagering age of 18, which Keeneland and Red Mile said will remain the minimum age for wagering on their live, traditional racing.
The partners said the age requirement does not change their revenue projections. Costa said the typical customer is older anyway.
Costa said the hopes are to do about $2 million a day in historical horse race wagering, based on what's been seen at Kentucky Downs and adjusting for the Lexington-area population base.
The Lexington parlor, which was shown to media Wednesday, is set to open around September, but simulcasting for both tracks is expected to open there next month.
Costa said retail and housing locations shown in development plans will be built eventually as the market demands.
'Before we take the next bite of the apple, we're going to digest what we did,' Costa said.

Review
The Red Mile is located at 1200 Red Mile Road in Lexington, Kentucky. It is the second oldest harness track in the world and the oldest track in Lexington. For those unfamiliar with harness racing, it`s a type of horse racing where the horses pull two wheeled sulkies (like a chariot) that carry the rider.
In 2014 the race track announced they would be partnering with local thoroughbred track, Keeneland to build a multi-million dollar historical racing facility. Over 900 of the slot-like gaming devices opened for public play on September 12, 2015 some 140 years after the first races were run.
